PRO Services in Dubai: What They Cover

PRO services are the government liaison work that keeps a UAE company compliant: submitting applications to government departments, processing employment and residence visas, arranging attestations and translations, and renewing licences, permits and establishment cards before they expire. A PRO — Public Relations Officer — is the person or service that deals with the authorities on your behalf, so you are not queuing or guessing which department wants which document.

Most companies need this work done. Far fewer need a full-time person doing it. The useful question is not whether to buy PRO services, but how much of this work your company actually generates and who should absorb it.

What does a PRO actually do in the UAE?

The title sounds like public relations in the marketing sense. It is not. In the UAE a PRO is a government liaison and documentation role, and the work falls into a few buckets.

    • Government submissions and approvals. Licence applications and amendments, activity additions, trade name reservations, initial approvals, establishment cards, and the follow-up chasing each of those requires.
    • Immigration and labour processing. Entry permits, medical fitness appointments, Emirates ID registration, visa stamping, labour contract filing, cancellations, and the equivalent steps for dependants.
    • Attestation, legalisation and translation. Degree certificates, powers of attorney, parent-company documents and board resolutions must travel through a chain of attestations before a UAE authority will accept them. Getting the order wrong means starting again.
    • Renewals and expiry tracking. Licence, establishment card, tenancy registration, visas and permits all expire on different dates. Someone has to hold that calendar.
    • Notarisation and in-person attendance. Some steps still require a wet signature or an appearance before a notary.

A good PRO does not simply carry documents. They know the current submission requirements of the authority you are dealing with — the part that changes most often and causes most rejections.

In-house PRO, outsourced service, or doing it yourself?

Three genuinely different models, with different cost structures and failure modes. Choose on transaction volume, not on how important the work feels.

In-house PRO Outsourced PRO service Self-managed
Best suited to Continuous hiring, large headcount, or licences across several emirates Steady but predictable administrative volume Very small companies with stable staff and a single licence
Cost behaviour Fixed — salary and that person’s own visa, busy or not Variable or retained — scales with use No fee, but your own time is the cost
Breadth of knowledge Deep on your company, limited to one person’s experience Broad across authorities, zones and activity types Whatever you have time to research
Continuity risk High — knowledge leaves when they do Low — the service covers absence High — single point of failure, usually the founder
Typical failure mode Underused capacity, or one unsupervised individual Poor handover of information to the provider Missed expiry dates and repeated rejections
Speed on unusual cases Depends on prior experience Usually fastest — the case has been seen before Slowest

Which businesses genuinely need PRO support?

You need real PRO support when your company produces a continuous stream of government transactions. In practice, when one or more of these applies.

    • You hire regularly, or your workforce turns over, so you are constantly issuing and cancelling visas.
    • You hold a mainland licence, so you deal directly with the economic department, immigration and labour authorities rather than one zone portal.
    • You hold more than one licence, or operate across emirates, which multiplies the renewal calendars.
    • Your activity is regulated and needs external approvals on top of the licence.
    • Shareholders or managers are non-resident, so documents arrive from overseas needing attestation.
    • You have had a submission rejected and do not know why — usually a process problem, not bad luck.

When you do not need PRO services

We would rather tell you now than invoice you for something you will not use. There are real situations where paying for PRO support is waste.

A small free zone company with one or two shareholders, no employees beyond the owners and no plans to hire is the clearest example. Many zones run their own portals and handle much of the licence and visa processing internally, as part of the package you have already paid for. An external PRO on top duplicates what the zone is already doing.

Likewise, if your team is stable, you hold one licence and someone keeps a renewal calendar, self-managing is reasonable. The work is bureaucratic rather than difficult.

An in-house PRO is almost always wrong for a company of a handful of people: you pay a salary and that person’s own visa costs for work that occupies a few days a year.

What we would not recommend to anyone is having nobody responsible. The failures below come from absence of ownership, not absence of a job title.

What typically goes wrong without PRO support

Missed renewals. The most common and the most expensive. Licence, visa and permit expiries do not pause, and penalties accumulate quietly — see what happens if you do not renew your trade licence.

Rejected submissions. A wrong document version, a missing attestation stamp or a name spelled differently across two papers sends an application back, with other applications stuck behind it.

Expired supporting documents. Tenancy registrations, passports and attested certificates have their own validity. An application assembled slowly can fail because the first document expired while you collected the last.

Sequencing errors. Many UAE processes are strictly ordered — one clearance before the next. Doing step three before step two often cannot be unwound cheaply.

What drives the cost of PRO services?

We will not publish a figure here, because a single number would be misleading. PRO cost tracks the volume and type of transactions you generate, and that varies enormously between two companies of the same size.

The main drivers are: how many visas you issue, renew and cancel in a year; whether you are mainland or free zone, and which authority holds your file; the number of licences and establishment cards in scope; whether your activity needs external approvals; how many documents require attestation from abroad; and whether you want a retainer or per-transaction support. Separately from professional fees, every government transaction carries its own official charges, which sit with you whoever submits the application.

The honest way to price this is to look at your actual transaction profile. Our UAE business setup calculator gives you a costed estimate based on your activity, emirate and visa requirements, and we will tell you if the volume does not justify a retainer.

    Common questions

Is a PRO legally required for a UAE company?
No. There is no requirement to appoint one. The requirement is that your filings, renewals and immigration processes are completed correctly and on time. How you resource that is your decision.

Can a PRO service act for my company while I am outside the UAE?
For much of the work, yes, provided the correct authorisations are in place — typically a power of attorney and the relevant portal access. Some steps still require the shareholder, manager or employee in person, and we will tell you which apply before you book travel.

Does my free zone already provide PRO services?
Many zones handle a significant share of licence and visa processing through their own channels, and the scope differs by zone. Check what your package covers before buying the same service twice.

What is the difference between PRO services and company formation?
Formation is the one-off work of establishing the entity and obtaining the licence. PRO services keep it compliant afterwards — renewals, visas, amendments and attestations. Often the same provider, but different engagements.

Do PRO services cover accounting and audit obligations?
No. A PRO deals with government liaison and documentation, not financial reporting. Books, filings and audit are separate disciplines, usually handled by an accountant or an approved audit firm. A company can have immaculate PRO support and still be non-compliant on reporting.

Work out what you actually need

Before you hire anyone or sign a retainer, map your renewal calendar and your expected visa activity for the year ahead. That one exercise usually answers the question by itself.

We are happy to do it with you. Book a consultation and we will go through your licences, expiry dates and hiring plans, then recommend the lightest arrangement that keeps you compliant — including telling you if that arrangement is no PRO service at all.
