A UAE employment visa is issued in a fixed sequence: the employer secures a work permit and an entry permit, the employee either enters the country on that permit or changes status without leaving, completes a medical fitness test, is registered for an Emirates ID, and the residence visa is then issued against a labour contract registered with the governing authority. The employer initiates and pays for almost every step; the employee’s part is to produce clean documents, attend the medical and give biometrics.
If you would rather the process was handled end to end, our UAE visa services cover employment, investor and family applications.
Whether your licence sits on the mainland or in a free zone changes which authority you deal with. It does not change the order of the stages or the documents required.
The full sequence, start to finish
Each stage depends on the one before it. A document rejected early stops everything downstream.
- Quota confirmation. Before any candidate is named, your company must hold allocation to sponsor someone, assessed against your licence activity and registered premises.
- Offer letter and work permit. The employee is offered the role on the prescribed form and signs it. The permit authorises that person to work for your company specifically.
- Entry permit. Issued electronically once the work permit is approved. For an employee abroad, this is what allows entry for employment purposes.
- Entry, or a status change in-country. An employee already in the UAE on a visitor, dependant or other residence status may be able to change status internally rather than exiting and re-entering. Availability depends on their current status and nationality.
- Medical fitness test. At an approved government centre. Results feed directly into the immigration file and the visa cannot issue without a clear result.
- Emirates ID registration. Biometrics and photographs are captured and the application is submitted alongside the residence application.
- Residence visa issuance. The permit is recorded against the passport, now usually electronically rather than as a physical sticker.
- Labour contract registration and insurance. The contract is registered with the governing authority and must mirror the signed offer. Health insurance meeting the standard in your emirate is the employer’s obligation and cost.
Who is responsible for each stage?
Almost all of it sits with the employer. Friction arises over documents, because the employer cannot proceed without papers only the employee can supply.
| Stage | Responsible | Needed from the other party |
|---|---|---|
| Quota and establishment file | Employer | Nothing |
| Offer letter | Employer issues, employee signs | Agreement to the stated terms |
| Work permit | Employer | Passport, photographs, attested qualifications where required |
| Entry permit | Employer | Current location and travel plans |
| Entry or status change | Employee travels; employer files | Full disclosure of any existing UAE status |
| Medical fitness test | Employer books; employee attends | Attendance in person |
| Emirates ID | Employer files; employee attends | Biometrics in person |
| Visa issuance | Employer | Original passport where required |
| Contract registration | Employer | Employee’s signature |
| Health insurance | Employer | Dependant details if cover is extended |
Does the process differ for free zone and mainland employers?
The stages are the same. The counterparties are not.
A mainland company deals with the federal labour ministry for the work permit and registered contract, and with its emirate’s immigration department for the entry permit, residence visa and Emirates ID — two authorities, federal forms and templates.
A free zone company deals with its own zone authority, which acts as intermediary for both the permit and the immigration application. One counterparty instead of two, the zone’s own contract templates, and in some zones submissions must go through an appointed representative rather than directly from the company.
Neither route is inherently quicker. The timeline depends on the governing authority, how complete your document set is, and whether attestation or a status change is involved.
What does visa quota have to do with it?
Quota is the limit on how many people your company may sponsor, and it is set by your premises rather than by your hiring plan. A shared workstation or flexi-desk supports a smaller allocation than a leased private office, and the authority assesses the registered space itself.
It is confirmed before any candidate is named, so you cannot agree a start date and then apply for allocation to cover it. If you are short, the remedy is usually a premises change — flexi-desk to dedicated office, or a larger leased area — registered before the allocation is reassessed. Factor it in when you choose your zone and facility type, not afterwards.
Where employment visa applications actually go wrong
The process is well trodden. Failures are nearly always documents, or undisclosed facts about the employee.
Medical results
A result that is not clear halts the residence application. Certain communicable disease findings are a bar to residence and no employer discretion exists. The employee should understand that before resigning elsewhere.
Attestation of qualifications
Where a role requires a degree or professional qualification, the certificate must be attested through a chain beginning in the issuing country and ending with UAE authentication. Partway attestation is rejected. If the issuing country requires in-country steps, the chain cannot be completed easily from the UAE, so start it before the offer is signed.
Name mismatches
The most common avoidable failure. If the passport arranges names differently from the degree certificate, the marriage certificate or an earlier UAE record, the application stalls. Single-name passports, patronymic ordering, hyphenation and transliteration variants all cause it. Resolve it with a supporting affidavit before filing, not after a rejection.
Employees already in the country
Someone on a visitor status, a spouse’s residence visa, a student visa or a previous employer’s visa cannot simply be added to your file. The existing status must be cancelled or changed, and sometimes the person must exit and re-enter. Where a previous employment visa was never formally cancelled, or a labour dispute sits unresolved on their record, that must be cleared first. Ask about current status before issuing an offer.
What drives the cost of an employment visa
We do not publish figures, because the total depends on variables specific to your company and your hire. The drivers are:
- Whether your licence is mainland or free zone, and which authority governs it
- Whether the employee enters from abroad or changes status in-country
- The job category and skill level assigned to the role
- Whether qualification attestation is required, and the country of issue
- Whether existing quota covers the hire or your premises need upgrading
- The health insurance tier required in your emirate
- Any refundable deposits or guarantees held against the company file
For an indicative figure based on your jurisdiction and headcount, use the UAE business setup calculator. Registered contracts also create end-of-service and wage protection obligations that belong in your books from the outset, which is where accounting and bookkeeping support earns its place.
Common questions
Can an employee start work before the residence visa is issued?
Once the work permit and entry permit are approved and the employee has entered on that basis, they may begin. Working for you before the permit is approved is not lawful, whatever the offer letter says.
Does an employee have to leave the country to switch from a visitor status?
Not always. An in-country status change is available for many nationalities and statuses and avoids an exit and re-entry. Confirm it applies in your case before the employee books travel.
Who owns the visa, the company or the employee?
The company is the sponsor. The visa is tied to employment with you and does not transfer when the employee leaves. On exit the employer must formally cancel it, and an uncancelled visa creates problems for both sides.
Can we sponsor someone for a role that does not match their qualifications?
The job title and category on the permit must be consistent with the work actually performed and the qualifications submitted. Mismatches cause rejections and, if found later, penalties against the company file.
What happens to an employee’s family visas if their visa is cancelled?
Dependants are sponsored by the employee personally, so cancelling the employee’s residence affects them. They never sat in your company quota, but the timing needs managing as part of the exit.
Talk it through before you make the offer
Most employment visa problems are sequencing problems — cheap to fix before an offer is signed, expensive afterwards. If you are hiring into a new company, or hiring someone whose documents or status look complicated, speak to our team and we will map the route before you commit to a start date.
